The german Prüfungsamt Page says:
“If you are unable to take part in examinations on Monday 10.02.2020 due to the storm, please inform your respective contact person at the Examination Office immediately. In this case, a withdrawal will be entered due to the extraordinary situation at your examination and no failed attempt will be credited to you.”
I hope that will not be the case 
I guess that would also cover not wanting to risk one’s life trying to take the exam? (Car being pushed by wind, trees falling on the street, trampolines being everywhere, …)
Or does this only apply if all possible ways from me to Erlangen are blocked with trees?

None of us is a lawyer but I am sure severe personal risk entails inability. The same goes for extrem expenses. You cannot be asked to run through a horde of zombies to make it to your exam or to hire a private jet.
Basically, use common sense.
